The need to strengthen the M&E systems in the CSOs is of paramount importance. Not only is the ZNAN M&E system used both for programme monitoring and reporting but also for assessing the achievements of the CSOs and, by extension, of ZNAN. Further, the system is used for assessing the effective utilisation of the granted financial resources by the CSOs.

The existing system serves some but not all the desired M&E objectives. For example, the assurance of the quality of data collected and the use of the data collected by CSOs in their programme management requires to be strengthened. Therefore, there is need to enhance the data management skills of CSOs for them to be able to conduct comprehensive data analyses.

One aspect of programme implementation that is rarely tackled is the evaluation of performance and achievements. It is of critical importance that the capacities of the CSOs are enhanced in conducting evaluations of their programmes in order to set strategic reviews to their programme activities.

The sharing of experiences in M&E implementation will not only assist the CSOs to learn from each other but will also create platforms for ‘cross-pollination’ in the methods and systems used in the various CSOs. ZNAN in this case will play the role of coordinator to streamline the various systems. In an effort to standardise the various data management systems, ZNAN will coordinate these systems and upgrade them to be in conformity with the national systems of National AIDS/HIV/STI/TB Council (NAC) and the Ministry of Health (MoH).
